AD-GPO-005: GPOs make broad groups local administrators¶
high Group Policy MITRE ATT&CK T1078.002, T1021.002 Reads: SYSVOL (SMB), LDAP
Group Policy makes a broad group (Domain Users, Authenticated Users, and the like) a local administrator of the computers a GPO reaches.
Why it matters¶
Group Policy can set local group membership two ways: Restricted Groups (a security
template in GptTmpl.inf) and Group Policy Preferences > Local Users and Groups. When
either adds a broad group such as Domain Users, Authenticated Users, Everyone or Domain
Computers to the local Administrators group (or Backup Operators or Hyper-V Administrators,
which are administrator-equivalent), every account in that broad group gains local admin on all
the computers the GPO reaches.
That turns any single compromised user into an administrator of a whole swathe of machines, from which they can dump credentials, move laterally and escalate. It is one of the most common ways a flat local-admin footprint is created by accident.
How ad-doctor detects it¶
ad-doctor parses Restricted Groups and GPP Local Groups from SYSVOL, resolves the member and group names to SIDs, and works out which computers each entry reaches with a pure scope engine: it follows the GPO links on the domain, OUs and sites, honours Block Inheritance, Enforced and disabled links, skips GPOs Windows would not apply (computer side disabled, computer version 0, or the required client-side extension missing), and applies security filtering (Read plus the Apply Group Policy right for any SID in the computer's token). It then reports entries whose member is a broad group and whose group is an administrator-equivalent local group.
Each object is one GPO, member and group, with up to five of the computers reached and any
caveats, for example LabLocalAdmins: Domain Users -> Administrators on WS01$, WS02$. A GPP
item with item-level targeting is listed for every computer the GPO reaches, with the caveat
item-level targeting not evaluated. NT AUTHORITY\INTERACTIVE counts as a broad group here:
in a local group it covers everyone who logs on at the console or over RDP.

Severity¶
Always high: one phished member of a broad group becomes administrator of every computer the GPO applies to. When any of those computers is a tier-0 server, the finding names them, and AD-GPO-006 covers the same grant from the tier-0 angle.
False positives and limits¶
- Over-reporting by design. The offline scope engine assumes WMI filters match, treats items
with item-level targeting as applying (with a caveat), ignores Deny ACEs on GPO permissions, and, with more
than one site, assumes every site's links apply. It can therefore name a computer a GPO does
not actually reach. Confirm with
gpresulton a sample host. - Intended broad local admin (a lab or a kiosk fleet) is still worth flagging; accept it with an owner and expiry if it is deliberate.
Fix¶
-
Find the entry named in the finding: in GPMC, edit the GPO and look under Computer Configuration > Policies > Windows Settings > Security Settings > Restricted Groups and Preferences > Control Panel Settings > Local Users and Groups.
-
Remove the broad group from the administrator-equivalent local group, or unlink the GPO from the OU if the whole policy is wrong (
Remove-GPLink). -
Grant local admin per tier through a dedicated, scoped group, and manage the built-in local administrator password with Windows LAPS instead of a shared membership.
Verify¶
To accept the risk instead, add an entry to the file passed with --accept (see accepted risks):
[[accept]]
check = "AD-GPO-005"
objects = ["..."] # optional; without it the whole check is accepted
reason = "..."
expires = 2027-03-31
